This Task Force aims to discuss with all concerned stakeholders the design of a BidLadder market platform.
Elia proposes to set up a BidLadder platform allowing market parties to bring available flexibility to the market. In a first stage Elia aims at developing a pilot which focuses on the balancing timeframe, i.e. market parties offering flexibility to Elia. This initiative should open the market for non-CIPU flexibility, i.e. flexibility from load and non-CIPU generation. At a later stage further evolutions could be considered.
The platform and process to be developed aim to be simple and with low entry barriers. It should also anticipate on upcoming evolutions, e.g. with respects to reserve products and aspects linked to the future European network codes.
Public Consultation on « Proposal for concepts for the Pilot BidLadder »
On 10 August 2016 Elia has launched a public consultation on a proposal for concepts for the Pilot BidLadder. This includes a solution for the “Transfer of Energy” (ToE). More information on this public consultation is available in the public consultation section of the website.
After the consultation, Elia processed the contributions received from the stakeholders into a final design note. A consultation report summarizes the contributions received and Elia’s reactions. The following documents are available:

About earlier activities on a BidLadder concept
Note that in the past there an interaction with stakeholders on a BidLadder concept already took place. This resulted in a document Read more here about the final design proposal for the implementation of the bid ladder platform. containing a general summary and a detailed overview of the results of a survey on the design of the bid ladder platform. It incorporates the feedback received from stakeholders on a survey regarding product definition and the bidding procedure for a bid ladder platform and the feedback received from stakeholders during meetings of the Working Group Balancing.
Note that the design that the final design to be implemented in the Pilot platform and at later stage can be different from the proposed design in the note. Amongst others, new evolutions and an updated context have to be taken into account.
